EU PPWR 2026 ReadyWhat Is the EU PPWR?
The EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) became applicable on August 12, 2026, replacing the previous Packaging and Packaging Waste Directive. Unlike a directive, the PPWR applies directly and uniformly across all 27 EU member states — no national transposition required.
The regulation is being implemented in phases. August 12, 2026 marked the start of several key requirements, including substance restrictions and conformity assessment obligations. Stricter recyclability criteria and other requirements will follow in later phases.
For packaging buyers and importers, the key question is simple: can your packaging prove it complies?
Key PPWR Requirements for Packaging
PFAS Limits
Food-contact packaging cannot contain PFAS at or above:
• 25 ppb for any individual PFAS
• 250 ppb for the sum of PFAS
• 50 ppm for total PFAS (including polymeric)
Heavy Metal Limits
The sum of lead, cadmium, mercury, and hexavalent chromium in packaging or packaging components may not exceed 100 mg/kg.
Effective Aug 2026Design for Recycling
Detailed recyclability criteria and grades will restrict market access from 2030 (or 24 months after delegated acts). Single-material, paper-based packaging is strongly favored.
Phased from 2030There is no transitional sale period for PFAS limits. Packaging manufactured before August 12, 2026, but first placed on the EU market after that date, must still comply.
